North Samar Governor Joins MinDA Water Awareness Gab


The "Water Management and Conservation" online course conducted by the Mashav Agricultural Training Center of Israel which started last night was supposed to be for Mindanao Governors, Mayors and decision makers only as a joint project of the Israel Embassy in the Phiippines and the Mindanao Development Authority (MinDA).

There was one "outsider," however, whom I could not refuse and had to be accomodated as an enrollee of the program with the consent of MASHAV.

He is Governor Edwin Ongchuan of Northern Samar, a first-term Governor, who persistently asked MinDA to accommodate him in the Online Class right after he read my Facebook post about the project.

This is a deeply admirable effort on the part of the young Governor whose province is listed as one of the poorest in the country but which ironically has vast untapped resources, especially water.

As a gesture of admiration for this pro-active Governor's trailblazing attitude, I will recommend to the Department of Interior and Local Government Secretary, Ed Año, that he be allowed to join the delegation of Mindanao leaders who will visit Israel before the end of the year.

I am sure Gov. Ongchuan's development perspective will be greatly enhanced by what he would see in Israel.

Hats off to you, Gov. Edwin and congratulations People of Northern Samar. With this kind of leader, there is hope for you.
